ROBERT HAMILL INQUIRY
Terms of reference:
To inquire into the death of Robert Hamill with a view to determining whether any wrongful act or omission by or within the Royal Ulster Constabulary facilitated his death or obstructed the investigation of it, or whether attempts were made to do so; whether any such act or omission was intentional or negligent; whether the investigation of his death was carried out with due diligence; and to make recommendations.

Sir John Evans (wing member), LLB (Hons), Liverpool University. Married with two children. Currently chairman of Your Radio Ltd, a company seeking to secure 3 broadcast licences in the County of Devon and he also has a consultancy advising on counter terrorism measures. Sir John was appointed Security Advisor to the Football Association in 2004.
In January 1980 he became Assistant Chief Constable of Greater Manchester Police holding various posts including administration, organisation and finance to responsibility for all uniformed operations. He served through the street disorders of 1981 and the miners dispute of 1984. He was responsible for planning and then commanding the police operation for the visit of the Pope to Manchester in 1982 for which he was awarded a papal cross. During that period he was also tasked with investigating serious incidents in other Force areas notably the Colin Roach shooting in Stoke Newington Police Station in London. He transferred as Deputy Chief Constable of Surrey Constabulary in December 1984 and was tasked with implementing a re-organisation of the Force into total geographic areas of responsibility.
On 1 January 1989, he took up appointment as Chief Constable of Devon & Cornwall Constabulary. He continued to undertake high profile enquiries in other police force areas, the most notable being his reinvestigation of the safety of the convictions of those who became known as the 'Birmingham Six.
He has chaired several committees of the Association of Chief Police Officers charged with developing police policy, practice and procedure including, policing football, public disorder, complaints & discipline and, most recently that concerned with terrorism which he was doing until shortly before his retirement. During that time, also, he led a Presidential Task Force on corruption and developed the policies and practices to be adopted nationally and assisted HMIC in a review of police integrity.
Sir John was created a Knight Bachelor in 2000 having received the Queens Police Medal for distinguished service in 1990. He was invested an Officer Brother in The Order of St John in 1995 and created a deputy Lieutenant of the County of Devon in 2000.
